NT Launches Solution to Accelerate Thai Exports: Paperless Cargo Release Orders

Dr. Wongkot Wijaksonsangsit, Senior Executive Vice President of Digital and Solutions at National Telecom Public Company Limited (NT), revealed that NT has partnered with the Customs Department and the Port Authority of Thailand to launch the electronic Delivery Order (e-D/O) service through the central THAI NSW platform. This initiative is part of the development of a system to coordinate cargo operators at ports via the Sea PCS (Port Community System), aiming to facilitate import-export operations and logistics, while advancing Thailands logistics sector toward Paperless Trade.

    This aligns with the THAI NSW development plan under the Customs Departments policy, which aims to promote a fully modern logistics system as part of the countrys digital infrastructure, enhancing sustainable competitiveness. Collaboration across all sectors serves as a key driving force and also sets a model for public-private partnerships in developing digital platforms that ensure both convenience and effective oversight.

      Mr. Pantong Loikulnan, Advisor on Tax Development and Administration at the Customs Department, stated that the development of a B2B electronic Delivery Order (e-D/O) system is a crucial step in advancing THAI NSW. It encourages greater business participation in connecting data through the THAI NSW platform, supporting the Customs Departments strategic goal to make commercial transactions more convenient and secure. The system also allows authorities to inspect and release goods more quickly and efficiently. This reflects the ongoing success of THAI NSW, which has continually upgraded to support modern technologies, providing standardized data and connections for import-export and logistics, while expanding connectivity to international markets and regions.

      Mr. Tom Chalermkanjana, President of the Bangkok Shipowners and Agents Association, commented that the e-D/O system is not just an innovation that digitizes paper documents; it connects stakeholders information, reducing costs for operators and enhancing competitiveness. He emphasized the need for collaboration, particularly from the government, to ensure e-D/O can be effectively implemented to improve port operations, raise shipping service standards, and strengthen Thailands position as a regional logistics hub.

Lt. Phatthawut Kanokwanakorn, Director of Information Technology at the Port Authority of Thailand, added that digitizing port cargo release through the e-D/O system is part of transforming Thai ports into Smart Ports. e-D/O is not only a technological upgrade but a significant process reform that addresses key pain points in four dimensions:

  1. Reducing logistics costs for operators by streamlining steps, minimizing paperwork, and shortening truck waiting times at ports.
  2. Reducing waste in documents, transportation, and waiting time.
  3. Enhancing the competitiveness of Thai operators.
  4. Strengthening the national economy.

The initiative is expected to receive strong cooperation from the private sector, which will adapt and leverage the technology to maximize benefits, reduce overall logistics costs, and enable Thai operators to compete more effectively in the global market.
